All the vehicles travelling on the road in India have to be first registered and assigned a registration number under the Motor Vehicles Act. To register a vehicle in Tamil Nadu, the owner has to obtain a registration number for it. For this, the owner has to submit the relevant documents at the RTO to complete the process.

Procedure and documents required for RTO registration

Registration of motor vehicle temporarily:

If the applicant wants to temporarily register the vehicle in the state of Tamil Nadu, a dealer is required. The list of documents to be submitted to the RTO for obtaining temporary registration are:

  1. Form 20 is to be filled by the owner of the vehicle in order to get it registered in the state.
  2. Form 21 which includes the sale certificate.
  3. Form 22 which includes the declaration by the manufacturer of the vehicle. The declaration states compliance of the vehicle with pollution, safety standards and road worthiness.
  4. If the body of the vehicle has been fabricated separately, then Form 22A needs to be submitted along with Form 22.
  5. The PAN card of the applicant or Form 60/61 of the Income Tax department.
  6. A document which acts as proof of vehicular insurance.
  7. Address proof entered in the form. The documents that are considered to be address proof are LIC Policy, passport size photograph, electoral roll and an affidavit that is issued by the public notary.
  8. All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer.
  9. For the RTO registration to be obtained by the applicant, the vehicle needs to be submitted to the RTO for examination.

It usually takes about 3 working days for the owner to receive the registration number from the RTO.

Permanent registration of the motor vehicle:

The owner of the vehicle can himself apply for the permanent registration of the vehicle only if the temporary registration of the same vehicle has been completed already. The documents to be submitted to obtain permanent registration of the motor vehicle are:

  1. Form 20 is to be filled by the owner of the vehicle in order to get it registered in the state.
  2. Form 21 which includes the sale certificate.
  3. Form 22 which includes the declaration by the manufacturer of the vehicle. The declaration states compliance of the vehicle with pollution, safety standards and road worthiness.
  4. If the body of the vehicle has been fabricated separately, then Form 22A needs to be submitted along with Form 22.
  5. The PAN card of the applicant or Form 60/61 of the Income Tax department.

  9. A document which includes all the details of the life-time tax applicable on the vehicle.
  10. For vehicles that are used for commercial purposes, (better known as transport vehicles) the ‘unladen weight certificate’ is required.
  11. If the vehicle has been temporarily registered in the state of Tamil Nadu, the temporary registration certificate is required.
  12. For the registration to be obtained by the applicant, the vehicle needs to be submitted to the RTO for examination.

All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer. It usually takes about 3 working days for the owner to receive the registration number from the RTO.

Address change in the certificate of registration of the vehicle:

There might occur a situation when the owner of the vehicle wants to change the address in the registration certificate. To do so, the following documents are required:

  1. Form 33 is to be submitted for initiation of change of address.
  2. The documents that can act as address proof for address change include LIC policy, passport size photograph, electoral roll, an affidavit that is issued by the public notary, school certificate, birth certificate and certificate of pollution control.
  3. Certificate of registration of the vehicle.

All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer. It usually takes about 1 working day for the address to be changed.

Issue of duplicate registration certificate:

The owner of the vehicle can apply for the issue of a copy of the registration certificate. The documents required to get a duplicate copy of the registration certificate are:

  1. Form 26: It is the application for the issue of duplicate registration certificate.
  2. Police verification certificate.
  3. A certificate that acts as proof of the vehicle tax being paid to the government.
  4. Income tax statements from the previous 4 quarters.
  5. Certificate of insurance of the vehicle.
  6. A no objection certificate from the financier.

All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer. It usually takes about 5 working days for the issue of duplicate registration certificate.

  • Hire/Purchase agreement: The owner of the vehicle can apply to include the hire/purchase agreement in the registration certificate of the vehicle. The documents required for getting an approval for the agreement are:
  1. Form 34: It is the application through which the owner of the vehicle has to apply for to make an entry of the hire/purchase agreement.
  2. Certificate of registration of the vehicle.
  3. Certificate of insurance of the vehicle.
  4. Income tax statement.
  5. Certificate of pollution control.

All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer. It usually takes less than 1 working day for the agreement to be entered in the registration.

  • Hire/Purchase termination: The owner of the vehicle can apply to discard the hire/purchase agreement in the registration certificate of the vehicle. The documents required for getting an approval for the elimination of the agreement are:
  1. Form 35: It is the application through which the owner of the vehicle has to apply for to discard or terminate the hire/purchase agreement.
  2. Certificate of registration of the vehicle.
  3. Certificate of insurance of the vehicle.
  4. Income tax statement.
  5. Certificate of pollution control.
  6. The certificate of no objection from the financier.

All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer. It usually takes about 1 working day for the owner to eliminate the agreement from the registration.

  • Renewal of registration: The owner of the vehicle which is to be re-registered has to apply for the renewal. For a non-transport vehicle, the registration has to be renewed every 15 years and the renewal must be completed 60 days before the registration expires. The documents required to renew the registration are:
  1. Form 25. It is the application through which the owner can apply for the renewal of the registration.
  2. Certificate of registration of the vehicle.
  3. Certificate of insurance of the vehicle.
  4. Income tax statement.
  5. Certificate of emission of the vehicle.

All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer. It usually takes about less than 1 working day for the owner to receive the registration number from the RTO.

  • Re-registration of vehicle due to transfer of ownership from another state: The vehicle owner can apply for the re-registration of the vehicle if transferring the ownership from the previous state in which he or she resided. The documents required for the transfer of ownership are:
  1. Form 20: This form is to be submitted for the registration of the vehicle.
  2. Form 27: The owner can apply for a new registration mark via this form.
  3. Form 28: This form authorizes certificate of no objection to the owner of the vehicle.
  4. Form 33: This is to be submitted for initiation of change of address.
  5. Form 30: The owner can apply for transfer of ownership of the vehicle through Form 30.
  6. Certificate of registration of the vehicle.
  7. Certificate of insurance of the vehicle.
  8. Income tax statement.
  9. Certificate from the local police.
  10. The documents that can act as address proof for address change include LIC Policy, passport size photograph, electoral roll, an affidavit that is issued by the public notary, school certificate, birth certificate and payslip issued by the government .
  11. Certificate which states that the pollution emitted by the vehicle is under control.

All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer. It usually takes about 90 working days for the owner to receive the registration number from the RTO.

  • Certificate of No Objection: To transfer the vehicle from one state to another, the owner of the vehicle has to file Form 28 for approval of no objection. At least 4 copies of Form 28 are to be submitted at the RTO. The documents required to be submitted along with Form 28 are:
  1. If the vehicle is of the transport type (used for commercial purposes), tax clearance certificate is required.
  2. Certificate of registration of the vehicle.
  3. A valid certificate of insurance of the vehicle.
  4. Certificate from the local police.
  5. Income tax statements.

All the documents have to be submitted to either Grade 1 Motor vehicle inspector or the Regional transport officer. It usually takes about 30 working days for the owner to receive the registration number from the RTO.

Fees to be paid

  • For temporary registration of the vehicle, the cost is Rs. 50.

  • If the owner of vehicle wants to obtain the fitness certificate in another RTO, the fees to be paid is Rs. 75.
  • To obtain a Certificate of No Objection from the RTO, a Rs.2 Court fee stamp is to be affixed in the form.
  • For the alteration of the vehicle, the charge is Rs. 50.

Allotment of advance registration numbers:

The allotment of registration numbers by the government is as follows:

  1. For the first four series, the cost of registration is Rs.40,000.
  2. For 5th to 8th series, the cost of registration is Rs. 60,000.
  3. For 9th and 10th series registration numbers, the cost is Rs. 1 Lakh.
  4. For 11th and 12th series, the cost of registration is Rs. 2 Lakh.
  5. For motorcycles that fall under the ‘less than 50 cc’ category, the cost of advance registration is Rs. 1,000.
  6. For motorcycles that fall under the ‘more than 50 cc’ category, the cost of advance registration is Rs. 2,000.
  7. For vehicles that cost less than Rs. 4 Lakh, the cost of advance registration is Rs. 10,000.
  8. For all vehicles that cost more than Rs. 4 Lakh, the cost of advance registration is Rs. 16,000.
  9. If the specific registration number wanted by the owner of the vehicle falls within 1,000 numbers of the series of the regional transport office in question, then to get the advance registration for the same number, the owner has to write a letter to the Regional transport officer, in addition to providing the invoice obtained during the sale of the vehicle.

Vehicle alteration:

To complete the alteration of the vehicle, the list of documents to be submitted are:

  1. Certificate of registration of the vehicle.
  2. Certificate of insurance of the vehicle.
  3. Income tax statement.
  4. A certificate stating that the emission of the vehicle is in line with standards set.
  5. The certificate required for the alteration of the vehicle.

The documents have to be submitted to the Regional transport officer or Grade 1 Motor Vehicle Inspector. It usually takes about 3 working days to process.
