Under the Motor Vehicles Act of 1988, no vehicle is legally allowed to be driven on the road if it has not been registered in the state RTO office. As per the Bihar transport authority, only the owner of the vehicle can register a vehicle. To register a vehicle in the state, the owner of the vehicle must submit all the required documents in the respective District Transport Office (DTO) within a time period of seven days of purchase of the new vehicle. The work timings of the transport offices are 10:00 a.m. to 2:00 p.m.
Documents to be submitted for RTO registration in Bihar
The documents required for the owner of the vehicle to obtain a registration certificate from the Bihar transport authority are:
- Form 20: It is the form through which the owner can apply for the registration of the new vehicle. The form can be downloaded from the website http://transport.bih.nic.in
- Form 21: It is the sales certificate which specifies the buyer and seller of the vehicle to be registered.
- Form 22/22A: It is the roadworthiness certificate. It includes the declaration which states that the vehicle to be registered complies with the safety and pollution standards laid down by the authority responsible. It is issued by the dealer.
- A certificate of insurance of the motor vehicle.
- Two passport size photographs of the owner of the vehicle.
- Purchase receipt issued by the dealer.
- A document stating temporary registration of the vehicle if it has been registered temporarily earlier.
- Certificate of clearance by the customs department if the vehicle has been imported.
- If the vehicle has been subject to an endorsement or termination of hire/purchase agreement, bank and financial documents are to be provided.
- If the vehicle is privately owned and is an Omnibus with 6 to 12 seating capacity, the Oath letter is to be provided.
- If the vehicle has been bought from another state, the receipt of the payment of the entry tax submitted to the commercial tax department along with Form 8, which is received thereafter, is also required.
- If the vehicle was previously owned by the army, the original certificate of sale is to be provided.
- If the vehicle is a trailer or a semi-trailer, a document stating the State Transport Commissioner’s approval of the design of the vehicle is required.
- If the motor vehicle was purchased for a sum of more than Rs.4 Lakh, a copy of the PAN card is required.
- If the owner of the vehicle is a foreigner, a copy of the visa is to be provided.
- Proof of residence of the owner of the vehicle.
- Proof of age.
- Proof of being a citizen of the country.
Procedure for Bihar RTO registration
First, the list of documents mentioned above have to be submitted to the Regional Transport Office (RTO) in your area of residence. After the documents have been verified and checked thoroughly by the responsible authorities, the vehicle is to be produced by the owner at the RTO for its examination. The responsible authorities test the physical particulars of the vehicle and if everything is satisfactory, the registration number is assigned to the vehicle. The owner of the vehicle is also provided with a receipt which can be shown as proof of registration until the certificate for the same is provided by the RTO. The time required for obtaining the registration certificate is 30 working days.
After the registration certificate is received by the owner of the vehicle, the registration number, consisting of letters and numbers which is allotted to the state government by the central government, will be assigned to the vehicle in question. This number is to be displayed by the owner on the back of the vehicle within 30 days of registration. It is known as the number plate.
The RTO registration of a vehicle in the state of Bihar is valid for a period of 15 years from the date of registration for private vehicles. For transport vehicles, it is valid for as long as the fitness certificate is valid. For renewal of registration, the owner must apply for one within 30 days of expiry.
Fees for Bihar RTO
- The cost of obtaining a temporary registration certificate is Rs. 40.
