The procedure to apply for a driving license online in Goa is simple. A form is filled online with all the required information. An applicant has to submit his/her fitness certificate along with the other details. It is then followed by applying for a learner’s license and then, finally a permanent license.

Eligibility Criteria to apply for a Driving Licence in GOA
To apply for a driving license in Goa, the following eligibility requirements have to be met:
- An individual should be at least 18 years old to get a license for light motor vehicles and motorcycles.
- An individual should be 20 years old to get a license to drive light and professional transport vehicles like auto rickshaws, taxis, motorcycles, pickup trucks, etc.
- An individual who is below 18 and at least 16 years old can get a driving license for motorcycles that do not exceed 50 cc.
Documentation required to apply for a driving licence in GOA
If an applicant meets the eligibility criteria mentioned above, the next step is to keep all the essential documents handy. These include:
- A passport size photo.
- A copy of the PAN card.
- A copy of the medical fitness certificate.
- A copy of the parent/guardian’s written consent with date and signature, if the applicant is a minor.
- A copy of the address proof (Passport/Life insurance policy/Voter ID/Ration card).

- Step 1: The foremost step to apply for a Goa learner’s license online is to download the PDF format of Form 1 and Form 1A.
- Step 2: Form 1A is a medical certificate, which has to be filled by a certified medical practitioner, who is appointed by the state government.
- Step 3: Form 1 is a duly-filled declaration form for the physical fitness. This includes the applicant’s name, permanent address, date of birth, identification marks, and disease-based questions. After this, either the thumb impression or signature has to be given at the bottom right corner.
- Step 4: Both form 1 and form 1A documents have to be scanned. Save them on the computer or pen drive.
- Step 5: The next step is to fill the Form 2 online. Unlike the manual way of approaching the area’s Assistant Director of Transport for submitting the Form 2, it can be done effortlessly online. For this, go to the official e-services portal of the Goa Government.
- Step 6: From the list of links shown, click on “RTO services.â€
- Step 7: A list of sub-links is displayed from which click on the link named “Application for grant of learner’s license (Form 2).â€
- Step 8: An online editable format of Form 2 opens now.
- Step 9: Fill all the required details in the fields. These include the applicant’s name, mobile number, PAN number, email ID, type of motorcycle, permanent address, temporary address, date of birth, birthplace, identification marks, educational qualification, citizenship status, blood group, etc.
- Step 10: Upload the passport size photograph, form 1, form 1A, parent/guardian’s consent letter, birth proof, and address proof.
- Step 11: Enter the captcha code as shown and click on the “submit†button.
- Step 12: Once the application is successfully submitted, the applicant receives an “application reference number†followed by an SMS/e-mail notification to take the learner’s license test.
- Step 13: The applicant can choose the test date and test time as per his/her convenience.
- Step 14: An appointment slot is fixed, which has to be shown at the RTO along with the original documents at the time of the test.
- Step 15: The test has 20 questions, out of which 16 answers need to be correct to receive a learner’s license.
- Step 16: Once the test is cleared successfully, the learner’s license is issued to the applicant by post.

How To Apply For A Permanent License In Goa Online?
After receiving the learner’s license, the applicant can learn driving a vehicle under the supervision of a person who has a permanent license. However, if the applicant is applying for a commercial license, then he/she has to take his/her driving lessons from a certified school.
After one month of receiving the learner’s license, an applicant is eligible to apply for the permanent license. The steps for this are as follows:
- Step 1: Keep a scanned copy of the learner’s license handy.
- Step 2: The next step is to fill the Form 4 online. Unlike the manual way of approaching the area’s Assistant Director of Transport for submitting the Form 4, the process can be now easily done online.

- Step 6: An online editable format of Form 4 opens now.
- Step 7: Fill the required details. These include the applicant’s name, mobile number, email address, PAN number, type of motorcycle, permanent address, temporary address, birthplace, date of birth, educational qualification, identification marks, citizenship status, blood group, etc.
- Step 8: Upload the medical certificate (Form 1A), learner’s license, and the certificate from the driving school.
- Step 9: Enter the captcha code and click on the “submit†button.
- Step 10: Once the application is submitted, the applicant gets an “application reference number†followed by notification via SMS/e-mail to take the permanent license test.
- Step 11: On the test day, the applicant has to bring his/her vehicle. Note that the vehicle type has to be the same that was written at the time of filling the application.

Note:Â The fee for applying for a permanent driving license in Goa is Rs.40. However, if the applicant wants his/her permanent driving license card to be laminated, then the fee is Rs.200.

- Step 2: The next step is to fill the Form 9, which can be easily done online.
- Step 3: Go to the official Government website of Goa. Navigate to the e-services portal.

- Step 5: A list of sub-links is displayed from which click on the link named “Application for renewal of driving license.â€
- Step 6: An online editable format of Form 9 opens now.
- Step 7: Fill the required details. These include the applicant’s name, mobile number, email address, PAN number, license number, issue date, licensing authority, date of renewal, vehicle authorized to be driven, expiry date, and the reason for a delay in the renewal (if renewed after the grace period).
- Step 8: Upload the form 1, form 1A, passport size photo, driving license, and address proof.
- Step 9: Enter the captcha code and click on the “submit†button.
- Step 10: The application will be processed and the renewed license is issued by post.
Things to keep in mind:
- A permanent driving license is valid only until the date that is mentioned at the back of the card.
- If the date has expired, usually a duration of 30 days is granted as the grace period for renewing the license.
- If the license holder renews it within 5 years from the expiry date, he/she is exempted from the test. However, the license will be valid from the date of renewal.
- Keep a scanned copy of form 1, form 1A, driving license, address proof, and passport size photo handy.
- A renewal fee of Rs.50 + card fee of Rs.200 has to be paid if the license is being renewed before the expiry date.
