Driving Licence Test in India

The coveted driving licence; for many of us, it has been the ultimate teenage dream to drive ourselves. The freedom and independence it bestows is like nothing else. The only obstacle that stands between you and that piece of paper granting you permission to drive (other than the ability to drive) is the Driving Licence Test. Driving Licence Test involves both and a written part and practical part. The written part (which will give you a learner’s licence upon passing) can be given the day you turn 18 and the practical test can be taken after one month of getting a learner’s permit.

Instructions for Submission of Application:

• Fill the details of the applicant or the request.
• Upload the documents.
• Upload the photo and signature (if required). It is applicable for certain states only.
• Book a slot for DL Test. It is required only for AEDL (Additional Endorsement of Driving License).
• Pay the fee.

About Driving License Test

The official document certifying that you are qualified to drive a motor vehicle/vehicles is a Driving Licence. In India, according to the Motor Vehicles Act, 1988, you cannot drive a motor vehicle in any public area unless you hold a valid Driving Licence. It should be issued to you by the government and must authorise you to drive a vehicle of that particular category. For example, if your driving licence qualifies you to drive a four wheeler, it does not automatically entitle you to be able to ride a two wheeler in public.

You may be issued two kinds of Driving Licences in India: Learner’s Licence and Permanent Licence. Learner’s Licence is a temporary document and is valid only for six months. You can avail a Permanent Licence only after you have completed one month from the date that your Learner’s Licence was issued.

To obtain the permanent license you will have to pass the test which should be simple if you are well-versed with your driving skills. You can book an appointment online in before you appear for the test or you can visit the RTO directly with the relevant documents. You will be able to see the available slots if you log on to the official website to book your slot. You must choose among the available slots. Once the slot is booked, you need to go to the RTO for the test at the designated time.

Your driving skills will be tested in the Permanent Driving License Test. Your test will be conducted by an Inspector from the RTO. It involves the candidate having to drive through the RTO’s designated driving track. You will be tested on general driving skills, how well you follow the rules, and your knowledge of the rules. Procedure For Driving Licence Test :

1. You can get the application form CMV 4 either from the enquiry counter or you can choose to download it by going online. You will need to submit 3 passport size photographs if you decide to get it from the counter.
2. You will need to produce the following documents to be eligible for a Driving License:
   • Valid learner’s licence.
   • All the required documents of the vehicle in which you propose to appear for the driving test. This includes Registration Certificate, Insurance Certificate, Tax Card, ‘Pollution under Control Certificate’ and if it is a transport vehicle, the Fitness Certificate and any other related documents.
   • In case you are appearing for the test with a transport vehicle, you will also need the certificate in form CMV 5 which will be issued by your Driving Training School.
   • PUC Certificate
   • Completely filled Application form
   • Recent passport size photographs
3. For the Driving Licence test, you need to go to the RTO office and pay a fee of Rs. 40 for a DL book. You will also need to pay Rs. 50 for the Driving Test. You must submit the application along with the documents to the RTO.OLD Fee for Driving Licence Test – Rs. 50*Revised fee for DL Test in January – 2017 – Rs. 300
4. Next, the driving test will be conducted. You will be made familiar with a few traffic rules. If you have performed satisfactorily in the driving test, the testing authority will confirm the status of the issue of driving licence. The Asst. R.T.O. will pass an order for the issue of your driving licence if you have passed the test. If you are one of the applicants who have passed the test and paid the fees, you will be moved to a room with a computer used to capture your photo. You will receive your Driving licence the next day between 4.30 pm and 5.30 pm.

Driving Test for Heavy Vehicle

Until 2014, obtaining a licence for heavy vehicle such as buses, lorries and trucks was not very difficult as the test practices were more relaxed. However, rules have become much more stringent and the test more structured. Applicants need to test well on a track specially designed for heavy vehicles. So far, the RTOs of most places have these rules intact, however there are still many places around the country where licence can be obtained much more easily. Tougher tests means that only those with good skills in driving heavy vehicles will be on the roads.

LMV Test Sequence

These are the skills that you will be assessed on as a motorcar driver:

• Ability to Parallel Park (alongside a kerb).
• Ability to drive forward on an ‘8’ shaped road.
• Ability to drive forward on a road that has an upward Gradient. The candidate should be able to do so without any backward movement.
• Ability to drive backward on an ‘S’ shaped road.

Two Wheelers Licence Track Test

The following are the steps you must follow when you go to the RTO for a two-wheeler licence test:

• Candidate must come to the RTO at the time slot allotted to them with the valid Learner’s License
• They must also have with them the Driving Licence Test Fee Paid receipt
• Candidate must report at the Registration Desk before the allotted time
• If the candidate is found to be eligible, he/she will be given Authorizations document to enter the Testing Area
• The Authorizations document will include details such as Name, LL number, Class of Vehicle for which the test is being attempted, Date of Birth, LL issue date etc. The candidate is also required to carry an unique ID number and an RFID card for use in the test track
• Candidate should enter the Testing area along with the vehicle and await his/her turn
• For the two wheeler riding test, you must ride a Two Wheeler, in the forward direction, on a track shaped like an ‘8’. The candidate is expected not to place his/her foot down until the track is complete. The test must be completed within the stipulated time.
• For verification, the candidate must swipe his/her RFID card in the Reader which is placed at the entry of the track.
• There will be Signal Lights in the track to guide the candidate
• The signal light will flash red when the candidate ID is being verified by the computer system.
• The signal will turn to green if the computer verifies that the candidate is eligible to take the test.
• At this point, the candidate can start their two wheeler and move forward and cross the START line.
• Once the START line is crossed, the Signal light would turn back to red.
• While riding on the track, the candidate must make sure that none of the marker poles, which will be on the borders of the parking slot, are knocked down.
• The computer will start a timer as soon as the candidate’s vehicle crosses the START line. The timer will run until the vehicle crosses the STOP line or until the allotted time finishes.
• The computer will detect any violations like if the sensors are disturbed from their position and marks will be cut automatically. The marks at the end is decided by the number of violations and the amount of time the candidate took to complete the test.
• There will be a video taken of the candidate completing the test. The clip will be stored as part of the candidate’s record.
• As an additional record, the candidate’s picture will be taken midway of the test. The camera will be mounted inside the LMV.

What will happen if I happen to fail the test?

If you happen to have failed the DL test, you must collect your application and documents and leave. You can appear for the test again after 7 days. You will need to pay the test fees when you appear for the re-test.

Advice Before taking DL Test

You will need to fulfil the following requirements when you appear for the Driver’s Licence Test:

1. Bring your valid learner’s licence, application forms and other relevant documents
2. Test Slot Booking slip along with New Test Slot if Booked from internet or from any RTA Office
3. Many people go for the test through an agent. They fear that going independently will reduce their chance of passing the test. This is not true.
4. The lack of confidence and lack of skills are the main reasons that many people fail at the test. Also, candidates must have a good knowledge of signals, signs and rules.
5. Avoid stalling the vehicle during the test. Stalling the vehicle will signal that you are not completely adept with your driving skills.

Do or Don’ts while taking DL Test

Do’s

• You must appear at least one hour before the time slot that you have been given.
• You must appear with the respective class of vehicle that you are appearing for the test.
• The test must be conducted in the presence of Motor Vehicle Inspector.
• Wear a seatbelt while driving a four wheeler. Wear a helmet while riding a two wheeler.

Don’t

• Do not take the test unless you are confident with your driving skills.

Importance of driving test in India:

The driving test conducted by the RTO allows an individual to avail a driving licence. The DL is given to the individual upon successfully passing the test. If you wish to clear the driving test, then going to a good driving school and learning to drive is advisable. Taking the test has several perks:

• You learn the ABC (Accelerator Brake Clutch) of cars and get a clear picture of how it works
• Driving on a busy road requires you to abide by certain rules, all of which will be taught during the training exercises
• Learn the hand signals and indicators to be used while driving
• Know how to park, where to park your car and learn parallel parking
• Learn lane driving and safety measures that you must take when driving
• Learn to do a reverse S
• Know how to do a forward S
• Learn to drive on a gradient without allowing the car to roll backward
• Know how to read the important road signs and signals
