Eligibility Criteria to apply for a driving licence in Assam
To apply for a driving Licence in Assam, the following eligibility requirements have to be met:
- An individual should be at least 18 years old to get a DL for light motor vehicles.
- An individual should be 21 years old to get a Licence to drive transport vehicles like auto rickshaws, taxis, motorcycles, pickup trucks, etc.
- An individual who is below 18 and at least 16 years old can get a driving Licence for motorcycles that do not exceed 50cc.
Documentation required to apply for a driving licence in Assam
If an applicant meets the eligibility criteria mentioned above, the next step is to keep all the essential documents handy. These include:
- A passport size photo.
- A copy of the PAN card.
- A copy of the medical fitness certificate.
- A copy of the parent/guardian’s written consent with date and signature, if the applicant is a minor.
- A copy of the address proof (Passport/Life insurance policy/Voter ID/Ration card).
- A copy of the birth certificate (School certificate/Birth certificate/Affidavit signed by the executive magistrate).
Types Of Licences in Assam
The government of Assam issues two types of driving Licences, which include:
- Learner’s Licence: Before applying for the permanent driving Licence in Assam, an applicant has to get a learner’s Licence first. This is a temporary Licence which has a validity of 6 months and is issued when the applicant is in the process of learning a motor vehicle.
- Permanent Licence: After 1 month of getting a learner’s Licence (i.e. from the date of issue), an applicant becomes eligible to apply for a permanent Licence.
How To Apply For A Permanent Licence In Assam Online?
As mentioned above, a Learner’s Licence is a temporary Licence which has a validity of 6 months and is issued when the applicant is in the process of learning a motor vehicle. Ideally, before your LL expires, you should apply for your DL. Only applicants who have had a valid Learner’s Licence for a period of at least 30 days or within 180 days from the time the LL was issued can apply for a permanent driving licence.
After receiving the learner’s Licence, the applicant can learn driving a vehicle under the supervision of a person who has a permanent Licence. However, if the applicant is applying for a commercial Licence, then he/she has to take his/her driving lessons from a certified school.
Steps to apply for a driving licence online
- Visit the Assam Transport official website.
- Navigate to the e-services portal.
- From the list of links shown, click on “RTO services.â€
- You will have to find the link to download Form 4.
- A list of sub-links will be displayed, click on the link “Application for Licence to drive a motor vehicle (Form 4).â€
- Once you have downloaded the form, the next step is to fill the Form 4.
- An online editable format of Form 4 will open for you to edit.
- Fill the required details. These include the applicant’s name, mobile number, email address, PAN number, type of motorcycle, permanent address, temporary address, birthplace, date of birth, educational qualification, identification marks, citizenship status, blood group, etc.
- Upload the medical certificate (Form 1A), learner’s Licence, and the certificate from the driving school.
- Enter the captcha code and click on the “submit†button.
- Once the application is submitted, the applicant gets an “application reference number†followed by notification via SMS/e-mail to take the permanent Licence test.
- On the test day, the applicant has to bring his/her vehicle. Note that the vehicle type has to be the same that was written at the time of filling the application.

How To Renew A Driving Licence In Assam Online?
- Please keep the scanned copy of form 1, form 1A, driving Licence, address proof, and passport size photo ready before renewing your DL online.
- Visit the Assam Transport official website.
- Navigate to the e-services portal.
- From the list of links shown, click on “RTO services.â€
- A list of sub-links is displayed from which click on the link named “Application for renewal of driving Licence.â€
- An online editable format of Form 9 opens now.
- Fill the required details. These include the applicant’s name, mobile number, email address, PAN number, Licence number, issue date, licensing authority, date of renewal, vehicle authorized to be driven, expiry date, and the reason for a delay in the renewal (if renewed after the grace period).
- Upload the form 1, form 1A, passport size photo, driving Licence, and address proof.
- Enter the captcha code and click on the “submit†button.
- The application will be processed and the renewed Licence is issued by post.
Things to keep in mind:
- A permanent driving Licence has an expiry date and is valid only until the date that is mentioned at the back of the card.
- If the date has expired, usually a duration of 30 days is granted as the grace period for renewing the Licence.
- If the licence holder renews it within 5 years from the expiry date, he/she is exempted from the test. However, the Licence will be valid from the date of renewal.
- Keep a scanned copy of form 1, form 1A, driving Licence, address proof, and passport size photo handy.
