For a vehicle to publically travel in a state in India, it has to first be registered in the RTO (Regional Transport Office) of the state under the Motor Vehicles Act of 1988. There are 66 RTO’s in Karnataka.

Procedure and documents required for registration in Karnataka RTO

Any vehicle purchased by a person in Karnataka needs to be registered. The online procedure to register a vehicle in an RTO in Karnataka is as follows:

  • The buyer can log on to the website http://transport.karnataka.gov.in and click on the ‘Vahan Over Web Identity’ section.
  • Fill the details in the application form that pops up. Take a print out the same form and submit the form to the RTO with the following documents attached to it:
  1. Two passport size photographs of the owner of the vehicle.
  2. Form 20 which is nothing but the application filed by the owner for the registration of the vehicle for the first time. If the vehicle is under a hire/hypothecation/lease agreement, then a duplicate copy of Form 20 signed by the financier is also required.
  3. Form 21 of CMVR: It is a sale certificate that is to be filled by the person selling the vehicle to the buyer.
  4. Form 22 of CMVR: It is a form that includes a declaration by the applicant of compliance with pollution and safety standards and roadworthiness.
  5. Form 22-A of CMVR: Form 22-A of CMVR is the same as Form 22 but this form is applicable only if the body of the vehicle has been fabricated separately.
  6. If prior to the registration, the applicant has temporarily registered the vehicle, then he or she has to produce the registration certificate. Also if any trade certificate has been issued by the dealer then it needs to be provided.
  7. The insurance certificate of the vehicle.
  8. The address proof of the applicant.
  9. If the applicant is a foreigner, then he or she has to provide a proof of residence.
  10. If the vehicle has been imported from a foreign country then the certificate of customs clearance is required.
  11. The vehicle to be registered at the RTO has to be produced before the registering authority for its inspection.
  12. If the applicant is an agriculturist, then he or she has to produce Form 60 or Form 61.
  13. If the vehicle to be registered is a tractor, then a certificate issued by the Tehsildar has to be provided.
  14. If the vehicle to be registered is a trailer, then a document stating the approval of the design issued by the Commissioner of transport has to be provided.
  15. Proof of permit proceedings of the vehicle to be registered.
  16. If the applicant wants a specific registration number, then he or she has to provide the proof of the fees paid for the same.

Registration fees

The registration fees have to be paid at the RTO counter. The different types of charges levied while registering a vehicle are:

  • Registration fees to be paid by the applicant.
  • The fitness certificate fee if applicable.
  • A fees of Rs.200 needs to be paid for the availing the Smart Card facility out of which Rs. 137 needs to be paid at the RTO cash counter and Rs. 63 needs to be paid online to the Smart Card vendor.
  • For two wheelers, cost of a normal registration number is Rs. 6,000 and for a fancy registration number is Rs. 25,000.
  • For four wheelers, cost of a normal registration number is Rs. 25,000 and for a fancy registration number is Rs. 75,000.
  • For other vehicles, cost of a normal registration number is Rs. 30,000 and for a fancy registration number is Rs. 75,000.

Registration number requirements

  • If the registration number selected is below the 1,000 mark series on the specific date then the owner of the vehicle has to apply for the number via an application along with Form 21 and the fees. The fees should be submitted in the form of Bankers cheque or a demand draft in the name of RTO/ARTO. The number will then be allotted to the vehicle owner.
  • If the registration number selected is below the 1,000 mark series on the specific date then the owner of the vehicle has to apply for the number via an application along with Form 21 and the fees. The fees should be submitted in the form of banker’s cheque or a demand draft in the name of Secretary, STA, Bengaluru and get the allotment letter from the Commissioner for transport and road safety, Bengaluru. The number will then be allotted to the vehicle owner.
  • If the registration number selected is in the advanced series then the owner of the vehicle has to apply for the number via an application along with Form 21 and the fees. The fees should be submitted in the form of banker’s cheque or a demand draft in the name of Secretary, STA, Bengaluru, and get the allotment letter from the Commissioner for transport and road safety, Bengaluru. The number will then be allotted to the vehicle owner.
  • To purchase the registration number of his or her choice, the owner needs to visit the website: http://transport.karnataka.gov.in

The application along with all the required documents and the vehicle has to be presented in front of the responsible authorities for inspection. The vehicle in question has to comply with the Motor Vehicles Act and Rules for it to be assigned a registration number. The registration certificate of the vehicle will be delivered to the owner within 30 days by post. For non-transport vehicles, the validity of the registration is 15 years after which registration for the vehicle has to be done every 5 years. For transport vehicles, the fitness certificate is valid for 2 years from the day of registration and has to be renewed every year after that.
